Growing Enrolment Drives Kangemi, Mt View NG-CDF Demands

NAIROBI – Rapid population growth and rising enrolment in public institutions dominated discussions during the final Westlands NG-CDF Public Participation Forum. Stakeholders from Kangemi and Mt. View wards presented proposals for the 2026/2027 and 2027/2028 Financial Years.

The forum took place at Kabete National Polytechnic. It marked the end of a four-day public participation exercise across Westlands Constituency. Residents and institutions submitted projects for consideration under the National Government Constituencies Development Fund (NG-CDF).

Schools Push for Better Infrastructure

Education generated the highest number of proposals.

Stakeholders from New Kihumbuini Comprehensive School said the institution serves about 2,800 learners. They requested modern toilets, improved drainage, cabro-paved walkways, an administration block, three additional classrooms, and tiling of existing classrooms. They said muddy pathways disrupt learning whenever it rains.

At Kihumbuini Comprehensive School, stakeholders said the school has more than 2,500 learners. They requested additional ablution blocks, CCTV cameras, completion of the perimeter wall, completion of drainage works, a borehole, and new computers for the ICT laboratory.

Kangemi Comprehensive School has more than 4,000 learners. Stakeholders said the growing enrolment has overstretched the school’s infrastructure. They asked for the completion of the rear perimeter wall to improve security.

Stakeholders said the unfenced section allows some learners, including Persons with Disabilities (PWDs) and nursery children, to leave the compound unnoticed. They also warned that drug peddlers use the same opening to access the school.

The school further requested completion of its borehole project. It also proposed cabro-paved walkways and renovation of its swimming pool, which is currently not operational.

At Kangemi Senior School, stakeholders proposed classroom renovations, new desks and chairs, staffroom furniture, rainwater harvesting tanks, modern toilets, and landscaping of the compound.

Polytechnic Seeks Additional Bus

Kabete National Polytechnic also outlined its priorities.

The institution has more than 9,000 students and over 450 staff members. It occupies 52 acres of land.

Stakeholders requested a 46-seater bus to support the institution’s dual training programme. They said the existing 67-seater buses are expensive to operate when transporting small groups of students for industrial attachment and field training.

Police Call for Better Facilities

Security agencies also submitted several proposals.

Stakeholders from Kabete Police Station requested completion of the remaining section of the perimeter wall. They also proposed a modern administration block, additional staff housing, modern toilets, water storage tanks, office stationery, and a patrol vehicle.

At Kangemi Police Station, stakeholders requested a new 10,000-litre water tank after the previous one was destroyed by fire. They also proposed a Child Protection Unit with holding rooms and beds for children. The facility would also support Gender-Based Violence (GBV) cases.

Other proposals included a perimeter wall, office furniture, office equipment, and new police posts in Gichagi and Makaburini.

Four-Day Exercise Concludes

The Kangemi and Mt. View forum concluded the Westlands NG-CDF public participation exercise for the 2026/2027 and 2027/2028 Financial Years.

During the exercise, residents and stakeholders from Karura, Parklands, Kitisuru, Kangemi, and Mt. View identified projects in education, security, water, sanitation, environmental conservation, and public infrastructure.

The Westlands NG-CDF Committee will now consolidate and review all proposals. Eligible projects will then be considered for inclusion in the constituency’s development plans, subject to the NG-CDF Act and available resources.

The forums highlighted the value of public participation in ensuring that development priorities reflect the needs and aspirations of the people of Westlands Constituency.
